try going ahead and publishing, then edit what you have published and see if it lets you add title then.
Also - I can only add title in COMPOSE (not in Edit HTML) - and I have to click around a lot before I get the prompt. I don't think it is what you changed - I think it is blogger - I didn't change anything - and having the same problem.
